Part of A delivery system for parenting creators where intake is a decision, not an inbox

Who holds authority in a parenting creator team, from commissioning to release

Assign seven evidence-based roles for an England parenting creator team, with clear authority over commissioning, safety, claims, privacy and release.

A small creator business may give several functions to one adult, but it should not leave decisions ownerless. The seven roles below each control a distinct release risk, supported by a dated authoritative record.

This functional list covers England operations as at 5 September 2026; it is not a ranking, salary survey or instruction to hire seven employees.

What to take away

  • Name one person for each of the seven functions, plus a deputy and a stop decision.
  • Commissioned work is usually first owned by the creator unless agreed otherwise in writing.
  • Objective advertising claims need documentary evidence held before distribution, not after a complaint.
  • A freelancer's label does not settle legal status; the real working arrangement matters.
  • If the team cannot name who acts in a specific failure, the role design is unfinished.

1. Commissioning owner

The person accepts the brief, fixes deliverables and confirms the adult audience. They decide whether production starts and own the written rights scope.

The Intellectual Property Office's UK copyright ownership record says commissioned work is usually first owned by the creator unless agreed otherwise in writing. The owner should not habitually approve vague 'all media forever' wording.

2. Safeguarding lead

The safeguarding lead can remove a child from a shoot, reject an identifying detail and escalate a welfare concern. Before relevant performances, agree who contacts the local authority and by when.

GOV.UK's England child performance licence route says the person in charge must ask the child's council if uncertain. They must apply at least 21 days ahead when a licence is needed.

3. Evidence editor

The evidence editor checks what each source actually proves, its date and geographical scope. They keep advice, experience and substantiated fact distinct. Under the UK CAP Code substantiation section, objective advertising claims require documentary evidence held before distribution. That makes evidence approval a pre-release task, not a repair after a complaint.

4. Commercial approver

This role records payment, gifts, affiliate links, discounts and own-brand interests, then approves the visible label and accompanying claims. The ASA's August 2026 social media advice says both brand and influencer carry responsibility for recognisable advertising and normally expects a prominent 'Ad' label upfront.

5. Privacy owner

The privacy owner maps family information, access, sharing, retention and deletion. They can require a data protection impact assessment or stop unnecessary collection. The ICO's UK DPIA checklist identifies children's profiling, marketing and direct online services among relevant screening questions. A specialist should settle uncertain high-risk processing.

6. Producer and accessibility editor

This person turns the approved plan into the final asset, checks captions, framing, audio and version control, then returns faults to the right owner. YouTube's global automatic-caption guidance says recognition quality can vary and captions should always be reviewed. The role should verify important names and safety wording rather than merely confirm that a track exists.

7. Release and records owner

The release owner publishes the signed-off version, checks the live page, captures evidence and controls platform access. YouTube's first-party channel permissions documentation offers separate access levels without sharing the account password. Match each user's permission to their task, then remove it when the work ends.

Allocate people, authority and cover

Write one name beside each function, plus a deputy and a stop decision. Do not assume a freelancer's label determines legal status. Acas says its Great Britain employment status guidance looks at the real working arrangement as well as the contract, and tax status does not necessarily settle employment rights.

Test the map with a specific failure: an affiliate label disappears on mobile while a school badge is visible. Someone must restrict the post, someone must assess the child risk, someone must contact the brand and someone must preserve the record. If the team cannot name those people, the role design is unfinished.

Before you act

  • Write one name beside each function and a deputy.
  • Confirm the written rights scope before production begins.
  • Apply for a child performance licence at least 21 days ahead.
  • Hold documentary evidence before distributing objective advertising claims.
  • Label recognisable advertising with a prominent Ad upfront.
  • Match each user's platform permission to their task, then remove it.

Common questions

Who owns copyright in commissioned work?

The Intellectual Property Office says commissioned work is usually first owned by the creator unless otherwise agreed in writing. So the commissioning owner should not approve vague all media forever wording by habit, and should settle the written rights scope before production starts.

When must a child performance licence be applied for?

GOV.UK's England child performance licence route says the person in charge must ask the child's council if uncertain, and apply at least 21 days ahead when a licence is needed. The safeguarding lead also establishes who contacts the local authority and by when.

What does the ASA expect from influencer advertising?

The ASA's August 2026 social media advice says both brand and influencer carry responsibility for recognisable advertising. It normally expects a prominent Ad label upfront. The commercial approver records payment, gifts, affiliate links, discounts and own-brand interests, then approves the visible label and accompanying claims.
